Parking meters are not enforced on the following holidays:

Fourth of July
Meters are enforced Sunday-Saturday, 10:00am-8:00pm.
This applies only to public street meters, including the library parking lot and other parking lots owned by the City, not to public parking garages or private lots or garages. Regulations for red zones, handicapped zones and permit parking zones never take a holiday.
If you have a valid disabled person placard issue to you, you may park in the following locations: disabled person parking spaces, metered zones without paying, green zones without restrictions to time limits and streets where preferential parking privileges are given to residents and merchants. You may not park in a red, yellow, white, tow away zone, or any area crosshatched next to a disabled person parking spaces.
It is consider misuse of a disabled person placard if you display the placard unless the disabled owner is being transported, display the placard which has been cancelled or revoked or loan your placard to anyone, including family members. Misuse is a misdemeanor (section 4461 CVC) and can result in cancellation or revocation of the placard, parking privileges and/or fines.
