  Capital Investment Program

Road reconstruction projectCapital Investment Program (CIP) Section implements the construction program for new City facilities and major maintenance projects of City-owned infrastructure. The CIP Section provides design, surveying, scheduling, inspection, and construction management for these projects. This section also conducts community outreach meetings, coordinates joint projects, and applies for outside agency funding for capital projects.

The 2012-2022 Ten-Year Capital Investment Program (CIP) is a planning tool to prioritize and schedule projects for five two-year budget cycles. It is a dynamic document that will be updated every two-year cycle. Approval of the CIP does not constitute an appropriation of funds to a specific projects. CIP projects are funded by the separate City Council action approving a two-year Capital Budget.

The 2010-2012 Capital Budget provides funding for projects that protect and enhance the City’s infrastructure. CIP projects involve the construction, acquisition, expansion, and rehabilitation or replacement of City facilities and infrastructure. CIP projects usually have higher costs and take a year or more to complete.

The City welcomes contractors interested in working on City CIP projects. Bid proposals, bid addendum, plan holders list and recent bid results are available through eBidboard and on our Bidding on a Project page. Contractors must meet the City’s insurance requirements identified in the contract documents. Bid packages may also be obtained at the 2nd floor customer service counter of City Hall, 1666 North Main Street, Walnut Creek.

The City’s Standard PlansTraffic Control Plan Checklist and Survey Request form are available on-line. To be notified of future construction projects, contractors may be added to the Contractor Project Notification List.

To keep adjacent residents and businesses informed of construction impacts, Street Closure Schedules are created for current street projects. City staff prepares the plans and bid documents for most CIP projects. Occasionally, the City hires consultants for large and/or specialty projects. To be notified of future Requests for Proposals (RFP’s), consultants may be added to the Consultant Project Notification List.
