Every structure we build or demolish adds to our waste stream. Construction and demolition materials comprise one of the largest portions of materials filling up our landfills. Most construction and demolition materials can and should be recycled.
The City of Walnut Creek and other local governments are mandated by the State of California to divert 50 percent of the landfill waste stream. Redirecting of construction and demolition debris is a key part of Walnut Creek.

Construction Debris Ordinance
Article 6 of Walnut Creek Ordinance No. 1976 outlines the Construction Debris Recycling policy. According to Sec.5-3.602:
"All construction, demolition and renovation projects within the City, the total costs of which are, or are projected to be, greater than or equal to $50,000.00, or which involve the construction, demolition or renovation of 5,000 square feet or more shall comply with this Article 6.... shall divert 50 percent of their recyclable debris."
A Waste Management Plan (WMP) must be submitted to the Engineering staff for approval at the time a permit is issued.
If your project involves unique circumstances that make it infeasible to comply with the 50 percent diversion requirement, you may apply for an exemption at the time the WMP is submitted. Increased costs to you generally will not be a sufficient basis for exemption, unless such costs are extraordinary.
Waste Management Forms
As part of an application packet for a grading or site development permit, you must complete Section I of a Waste Assessment (in PDF format) identifying your project's reusable and recyclable debris and submit it to an Engineering staff for approval.
Within 30 days after completion of your project, you must complete Section lI of the approved Waste Assessment (in PDF format) and submit it to the Engineering staff. The report must contain documentation (such as receipt) from vendors or receiving facilities indicating the type of material recycled or reused, showing the actual weight or volume of that material and any additional information relevant to documenting your efforts to comply. To facilitate this process, please indicate the type of materials (i.e. concrete, asphalt, etc.) and the permit number or street address of your project.
