What is the Sustainable Communities Strategy (SCS)?
Senate Bill 375 (SB375) established requirements to create regional growth plans called the Sustainable Communities Strategy (SCS), a plan that will have local implications for cities and counties. SB375 became law in 2008 and is considered landmark legislation for California relative to land use, transportation and environmental planning. The overall goal of SB 375 is to reduce transportation greenhouse gas emissions (GHG) in a three principal ways: cleaner emission vehicles, cleaner fuels, and more sustainable communities. The law establishes emission reduction targets for future years (2020 and 2035). The current Bay Area target is reduction of per capita emissions by 7% in the year 2020 and by 15% by the year 2035, using the levels of 2005 as the base year.
